Stefan is a seasoned leader in Florida’s health care policy landscape, with deep expertise in Medicaid,
legislative strategy, and regulatory affairs. He joined Johnson and Blanton in 2025 after serving as Chief
of Staff at the Agency for Health Care Administration (AHCA), one of the country’s largest Medicaid
programs, with a budget of close to $40 billion, and the agency responsible for regulating all of Florida’s
health care facilities, including nursing homes and hospitals. At the time of his departure, Stefan had been
a trusted advisor to six different agency heads, four of which were at AHCA.

In his capacity as Chief of Staff, Stefan was AHCA’s second in command, spearheading executive
direction for the leadership team and working as the primary liaison between AHCA and the Executive
Office of the Governor, and legislative leadership. He was also responsible for AHCA’s legislative affairs
office, the communications office, the office of information technology, and the agency’s Washington D.C.
office. Throughout his tenure at AHCA, he also over saw at different times, AHCA’s procurement office,
Human Resources, and parts of the Medicaid program.

Stefan played a pivotal role in two of Florida’s three Medicaid managed care procurements, shaping multi-
billion-dollar contracts that define the state’s Medicaid delivery system. He was instrumental in launching
Medicaid payments for Florida’s nationally recognized Hospital at Home program and led the legislative
strategy for FX, the state’s largest IT initiative. On the national stage, Stefan represented Florida in high-
level meetings on Capitol Hill and negotiated amendments to the state’s 1115 Medicaid waiver with senior
federal officials.

No stranger to the legislative process, Stefan has deep experience at the Florida Capitol, formulating
strategies to accomplish AHCA’s policy goals and working with legislative leaders and staff to advance
the agency’s enormous budget initiatives.

Prior his role as Chief of Staff, Stefan was an accomplished health care attorney, serving as AHCA’s
General Counsel, the General Counsel at the Florida Department of Elder Affairs, and in private practice
at a large southeastern law firm representing some of the largest health care providers in the southeast in
Medicaid and regulatory matters, as well as advising clients on Medicaid supplemental payments and
Certificate of Need matters.​
